Purana Anugraham and Purana Siddhi and manifestation
When one has secured Purna anugraham (ie complete grace) of his ishta devata, then if one prays sincerely with valid reasons in complete surrender to that form of Devi, one's prayers are fulfilled. If one prays for others welfare, it too is answered quickly. One cannot exercise this for harming others, even if it's for genuine reason.
While, if one has secured Purna siddhi (ie receiving all the psychic powers) of his ishta devata, then one can manifest anything for oneself/for others. But, it depletes very quickly one's tapo Shakthi and when it reaches zero, one loses one's siddhi. Hence, FEW mahatmas do regular Archana (ie puja) visibly/not in public glare, to their ishta devata on daily basis
